I just built my first computer but every time I power it up it starts to turn on and off repeatedly.?

I have double checked the wiring and cpu and it seems like everything is in place but I am not sure. There are a lot of wires that seem to be left from the power supply that I don't know where they go. Any ideas/help would truly be appreciated.
