What are the best places to live in China? (maybe Hangzhou)?

Well.. I'm finally leaving america... I have been researching very little in china but i figured out that Hangzhou was one of the safest places in china. All i know about Hangzhou is that it's safe.. I was wondering what the best places are in china?? This is what i'm looking for... Beautiful location, low crime, nice and humble caring people, safe place, quiet, tranquil, peaceful and a good economy. I am originally from Pakistan and i have immigrated to america 10 years ago only because of my 3 children's education and so that they will have a good life. but now it's much more than that. I am a 43 year old male with no college degree but i do have a high school diploma though, so i'll be working as a laborer. Also.. What are the crime rules? How does the justice system work? How is it different with americas? Thank you.
