Why do the richest countries use a massive number of immigrant non-citizen laborers ?

Minimum Wage laws. It prevents low skilled individuals from getting a low paying job and growing their job skills so they can eventually get a better one. So instead they end up on welfare or turn to crime. The illegal immigrants will work for even less. I would say it is stealing jobs as much as it is governments destroying jobs and encouraging black markets.
