Promotion of circumcision and Christianity will worsen the black HIV epidemic?

So the CDC has launched this BS ''campaign'' to circumcise blacks and latinos in order to reduce the climbing hiv epidemic. Most blacks in the United States are already circumcised and it obviously hasn't helped the hiv epidemic, or stopped many from contracting it. Of course, many black men get it because they are on the downlow. This isn't necessarily their fault because black Americans seem to be more religious than most groups, and RARELY tolerate homosexuality. Due to this, gay/bi black men are less likely to be out and continue to engage in risky behaviors that result in hiv infection (and yes you can very well get infected being the penetrator or the penetrated), which they then carry to their girlfriends and wives. So now with the mentality that circumcision ''prevents'' hiv, many blacks may wear condoms less when engaging in homosexual acts, resulting in hiv infection which they may carry to females. Since homophobia is so strong in the black community, black men are MUCH more likely to stay in the closet than their white counterparts. It's not really their fault it's society's fault. Yet the CDC is still pushing this BS. What do you think of this?
