1997 dodge caravan 4 cyl. a670 3speed trans. why does the torque converter stay locked? changed tcc solenoid?

unpluged the tcc wire no change it will shift first to second fine even shifts into drive fine & immediatly locks no matter what speed if I accelerate harder you can feel the converter unlock then you can feel it downshift so I know its capable of unlocking also when comming to a stop it will shudder then unlock I bypass this by pulling it down in second right before a stop any ideas
